From now on, all offences no matter how grave or trivial, we should advise and educate people carefully and must be lenient to all.” In all the King’s policies, the peace and happiness of the citizens came first. During the period of poor harvest resulting in the loss of crops, the King would exempt taxes and even open the royal storehouse to distribute rice, money and fabrics to the needy. The reason the King deeply emphathized with the citizens was that while as a crown prince, He was asked by His king father, to stay in the Long palace in the suburb so that he could live close to the people. Therefore, He understood very well their hard life and difficulties.
